Allow Public Templates to be submitted and seen across all companies

Optimize the public template function to allow partners and/or clients to upload their preferred templates. So have it be one central and open space, not restricted by domain. Those templates can then be viewed by others and upvoted so the viewer sees the most popular ones. This could be a neat way to crowdsource future templates, reducing the burden on client customization.
