Provide a basic BA report with Design-only licensing

It would be beneficial to include a basic BA report for clients who only license to use Design, instead of requiring them to add another tool from the suite. It's not enough to go on with the "at a glance" basics now offered, and it makes it harder to get some clients to become PI customers at all when we require them to initially pay more to access basic information about each person on a team.
