Allowing legacy clients to have a separate PI2 account for Diagnose

With the rollout of PI2 pushed back for international clients, the option for legacy clients to have access to Diagnose on PI2 (while remaining on legacy for all their other modules) would greatly increase the expansion opportunities concerning Diagnose internationally.
